APL's jurisdiction area extends from the line between the tower of the Fort of São Julião da Barra and Bugio, downstream, to the bridge of Vila Franca de Xira, upstream. It covers the riverbed, and with some exceptions, 50m wide from the shore of sea waters and navigable or floating waters.

APL’s jurisdiction area covers the riverfront of 11 municipalities: Oeiras, Lisboa, Loures, Vila Franca de Xira, Benavente, Alcochete, Montijo, Moita, Barreiro, Seixal e Almada.

To ensure the day-to-day functioning of the port in its multiple aspects: economic, financial and patrimonial, staff management and port development, as well as complementary, subsidiary or accessory activities.
Allocation of private uses and definition of the public interest for the purpose of concession, regarding the public domain assets assigned to it, as well as the practice of all acts related to the execution, modification and extinction of the license or concession.
Licensing of port activities of conditioned exercise and concession of public port services, being able to practice all acts related to the attribution, execution, modification and extinction of the license or concession, under the terms of the applicable legislation.
Expropriation in the public interest, land occupation, deployment of road designs and performance of administrative easements necessary for the port expansion or development, under legal terms.
Fixing the tariffs charged for the use of the port, for the services provided and for the occupation of spaces for commercial or industrial activities.
Protection of its premises and personnel.
Public use of the services inherent to the port activity and its inspection.

Assumption of responsibility in matters of maritime and port security in its jurisdiction area, establishing the conditions for the safe functioning of the port, in all its aspects, taking into account the need to ensure, in an appropriate manner, its commercial use.

The Law of March 11, 1907 authorized the Government to explore the port on its own, handing over the management of the port to a board of directors, under the immediate authority of the Ministry for Public Works, Commerce and Industry.

APL – Administração do Porto de Lisboa is the port of Lisbon authority, thus managing the port of Lisbon. It is a public limited company with jurisdiction over most of the Tagus estuary and its banks.

Cargo

You should contact the Shipping Agencies that operate in the Port of Lisbon, listed under Ship services. . For this purpose, you can also see the regular shipping lines table, where all the information about shipping lines and Shipping Agencies is available, as well as ports of call and frequency.

In this case, you should contact the Shipping Agency, which is responsible for the cargo on board the ship. In case you do not know who is responsible for the cargo, you should contact the Shipowner. Only Shipowners and Shipping Agencies will be able to give you details about the goods, the ship’s call frequency, terminals, tariffs, and so on. For this purpose, you can consult the regular shipping lines table, where all the information about shipping lines and Shipping Agencies is available.

APL, S.A. provides real-time information on ships that are in port (Ships in Port), as well as expected ships (Ships Arrivals). 

APL, S.A. provides all the information regarding fees and tariffs in Tariffs and regulations.

In the case you wish to know about the tariffs charged for the shipping cost of any type of goods, or from one place to another, we suggest that you contact the Shipping Agencies directly. In Ship services you can consult the Shipping Agents operating in the port of Lisbon. If you want more information about the cost and logistics of total transport, contacting a Freight Forwarder is recommended.

Please see Tariffs and Regulations - Port Terminals, where you can find information on the maximum tariffs charged by the concessionaires, which are annually approved by the Port Authority.

Shipping Agencies are duly regulated natural or collective companies, that provide services on behalf of shipowners or maritime carriers, with maritime and port authorities, in order to optimize the procedures regarding ships’ calls in national ports. Among all its responsibilities, the procedures required for the ships’ stay in the port, as well as for the cargo handling (loading and unloading), stand out. In addition to these services, they also guarantee essential supplies, crew transfers, waste declarations, and other essential documentation that may be needed. Stevedoring companies are legal persons licensed by the Port Authority to carry out cargo handling activities in port areas, according to Decree Law No. 298/93 of August 28.
In the case of port work companies, the entity responsible for its licensing is IMT, IP (Institute for Mobility and Transport), and they are legal persons whose activity consists exclusively in providing qualified workers to stevedoring companies, for the performance of different cargo handling port tasks. These are concessions whose object is the right to commercial exploitation, under a public service regime, of cargo handling activities. These contracts are made with private companies, whose essential aim is to encourage the participation of private agents in the commercial management of terminals, port facilities and equipment to improve the efficiency and quality of the services provided, reducing costs, and so on. In Port Terminals you can get more information on the characteristics of the port facilities under concession. If you need more information on public service concessions’ legislation, we suggest that you see Decree-Law No. 324/94 of December 30.

Access and performance of the activity of shipping agent are established in Decree-Law no. 264/2012, of December 20. Access to the shipping agent activity requires prior registration with IMT, I.P. (Institute for Mobility and Transport) and, subsequently, registration with each Port Authority and Maritime Customs of the port where it wishes to operate.

Shipping agents are duly regulated commercial companies, that provide services on behalf of shipowners or maritime carriers, with maritime and port authorities, in order to optimize the procedures regarding ships’ calls in national ports. They perform all the procedures required for the ships’ stay in the port, as well as for the cargo handling (loading and unloading). If you need more detailed information, please see Article 1 of Decree-Law No. 76/89, of March 3.

Stevedoring companies are legal persons licensed by the Port Authority to carry out cargo handling activities in port areas.
For more detailed information, please see Decree-Law No. 298/93 of August 28, and the amendments introduced by Decree Law No. 324/94 of December 30, and Decree Law No. 65/95 of April 7.

Public service concessions aim to encourage the participation of private agents in the commercial management of terminals, port facilities and equipment to improve the efficiency and quality of the services provided, reducing costs, so that port authorities are freed, as far as possible, from the involvement in operational and commercial management activities, concentrating their action in the performance of the port authority’s functions, which best respond to their priority vocation.

Recreational boating

The Port of Lisbon has 4 recreational docks: Alcântara, Santo Amaro, Belém and Bom Sucesso.

Please contact DGRM - General Directorate for Natural Resources, Safety and Maritime Services, located at Avenida de Brasília, 1449-030 Lisbon, the entity responsible for the Yachtsman's License renewal.

In the recreational docks’ area there are sailing and rowing clubs

The Port of Lisbon’s Harbourmaster Office is the entity responsible for the recreational crafts’ registration, if you live in the municipalities between Oeiras and Vila Franca de Xira, on the north bank of the Tagus River, and between Almada and Benavente, on the south bank. The Port of Lisbon’s Captaincy’s headoffice is located at Rua de Cintura do Porto de Lisboa, Alcântara-Mar, 1350 Lisbon, and their contacts are as follows: telephone - 21 091 11 00; fax - 21 091 11 95.

Yes, as long as you have an assigned mooring place. To do this, you must go to one of our dock offices and inform us of your choice.

You can also contact APL, SA’s Standby Service (phone: 91 782 25 36). However, since APL, S. A. awarded to Luságua Lisboa - Gestão de Águas SA, the concession for this service, you can contact this entity through its Standby Service: 96 355 73 76.

If the supply is made directly by EDP - Energias de Portugal, S.A. you should contact this entity.

The spaces under the jurisdiction of APL, S.A. belong to the Public Hydric Domain, therefore they are not subject to divestiture.
Regarding "sublease", this legal figure does not exist in areas related to the Public Hydric Domain. However, it is possible to transfer the right of private use / concession attributed to an entity, under the terms of article 26 of Decree Law No. 226-A/2007, of May 31, which you can see on our website in Forms and procedures. In this case, the holder of the right of private use / concession must present its intention in writing, as well as documentation regarding the new company, proving its good repute and financial standing, so that the matter can be analysed.

If you intend to be the holder of the right of private use of a venue in the riverfront area, you must submit a request organised in accordance with the provisions of paragraph a), of paragraph 4 of article 21 of Decree-Law No. 226-A/2007, of May 31, and of Governmental Order No. 1450/2007, of November 12, addressed to the Espaços Tejo (Property Management) Department, located in building Infante D. Henrique, Alcântara Dock,1399-012 Lisbon.

APL, S.A. has not authorized the practice of this activity for some years, so new licenses have not been issued.

The tariffs practiced by APL, S.A. depend on several factors, namely, activity type, location, occupied area, and investment to be made.

The spaces under the jurisdiction of APL, S.A. belong to the Public Hydric Domain, therefore they are not subject to divestiture/sale.
Regarding "renting", this legal figure does not exist in areas belonging to the Public Hydric Domain. Entities located in the jurisdiction area of APL, S.A. hold the right of private use / concession, paying usage fees for the use of the space they occupy, instead of "rents". Others

Previous notice: This licensing with the Port Authority where the activity is to be carried out, requires prior registration with IMT, I.P. (Institute for Mobility and Transport).
The licensing application is addressed to the Port of Lisbon Authority - APL, S.A. and organised with the following documents:
- certificate proving registration with the Directorate-General for the Merchant Shipping;
- Copy of the documents certifying the use of the facilities at the port of Lisbon;
- information on the human, material and other means with which the company proposes to perform the activity, in order to assess the following requirements:
  - that the company has, in an adequate location in the Port of Lisbon, the necessary means, namely facilities, equipment and permanent staff with adequate technical skills for the exercise of the activity. These requirements should be approved by the Port of Lisbon Authority - APL, S. A.
It is also mandatory to provide a guarantee in the form of a cash deposit, insurance, bank guarantee or other equivalent form.
The amount will depend on the type of relationship that the company wishes to establish with APL, S. A., with 3 possible alternatives - under an individual protocol; under a protocol with Agepor; or according to the current legislation (Decree Law No. 76/89 of March 3 and amendments introduced by Decree Law No. 148/91 of April 12).

Henrique, in Alcântara Dock, in Lisbon, is now open for pre-booked visits only, offering a limited service to visitors, due to the Coronavirus pandemic.
