JUP II (Single Port Window, 2nd Version) is a technological platform developed jointly by the port administrations of the port of Lisbon (APL), the port of Douro e Leixões (APDL) and the port of Sines (APS) in conjunction with the Tax Authority (AT).

The platform allows economic agents a single point of contact for the relationship between the various official entities present in the port, ensuring that electronic information is sent only once and delivered automatically to the necessary entities and receiving the inherent orders and authorizations.

JUP II is intended to provide services to the Port and Logistics Community of the port of Lisbon, whose main users are:

  • Shipping agencies
  • APL's business areas, namely Safety (Coordination, Piloting, Environment) and Port Business (Cargo and Cruises)
  • Official entities in the port
  • Companies that provide mooring services
  • Tugging companies
  • Companies that provide waste collection services
  • Importers / Exporters
  • Port operators

JUL - Single Logistics Window

The Single Logistics Window project (JUL), will be a third version and will extend to the entire national logistics chain, interconnecting with land transport operators, dry ports and logistics platforms, in an intermodal logic

Its vision is to promote excellence in the performance of port services, deepening and improving electronic services that generate value for maritime-port operations.

JUL will be a digital ecosystem for business development and value creation in logistics and port networks.

Through this ecosystem, actors in logistics networks and authorities share information in real time and align processes to ensure synchronization of operations.

The capacities offered by JUL will promote a much more competitive logistics-port system, which will promote optimized, synchronized and much more agile logistics operations. Its implementation covers all national ports, allowing full transparency of processes and continuity in the design of extended digitalization to a greater number of users.

Governance Model

Model where all the information flows related to the declaration formalities, the planning, execution and monitoring of the transport chains that use the national ports are listed.

Since the JUL is constituted by a technological platform, it will allow the integration of IT systems to support the operations of the entities involved in intermodality and in the implementation of the concept of “Dry Port”, allowing also to support national electronic procedures to comply with the European platform environment for the maritime sector.

Set of several independent but interoperable applications at national level.

Production of cross-cutting legislation applicable to the port sector, such as Decree-Law no. 158/1920 of 22 October.

It will consist of a set of procedures, formalities and activities that allow defining and monitoring JUL's evolution strategy, aligning, planning and organizing its development and operationalizing and supporting all the solutions that make up JUL.

Information Security and Data Protection

APL adopted and implemented a single system, called the Information and Data Management System (SGID), certified through the ISO / IEC 27001 standard. This system, audited and subject to constant updates, is guaranteed by several internal control procedures, best practices and physical and logical security measures are adopted.
